Bars to review candidates for seat on Appeals Court

Several statewide bar groups have set Dec. 29 as the deadline for the submission of interest by candidates in replacing Judge Jean Harrison Clements on the Virginia Court of Appeals.

Clements is retiring at the end of the year because she has reached the mandatory retirement age of 70.

Based in Leesburg, she is the only judge on the 11-member court north of Stafford County. Legislators from Northern Virginia are expected to make a strong effort to elect a judge from the state’s most populous region.

The House and Senate Courts of Justice Committees asked the bar groups last week to submit recommendations for the position.
The groups have asked candidates to submit a résumé, a brief writing sample and responses to a questionnaire that is available on the Virginia State Bar Web Site, www.vsb.org, or from VSB staff member Valerie Breeden, breeden@ vsb.org, (804) 775-0551.
The groups prefer that the submissions be sent electronically. Contacts for the other bar groups are:

The Virginia Women Attorneys Association and the Old Dominion Bar Association, organizations that usually make recommendations for statewide judicial vacancies, had not announced their procedures by press time.

The VSB, VWAA and ODBA typically interview candidates. The VSB has set Jan. 7 at the bar headquarters in Richmond as the date for its interviews, and the VWAA and ODBA typically interview candidates in Richmond the same day as the VSB interviews. The VBA, VTLA and VADA do not interview candidates.

Chidi L. James, chairman of the judicial screening committee for the Northern Virginia Black Attorneys Association, said the organization plans to coordinate interviews in Northern Virginia with the Hispanic Bar Association of Virginia and the Asian Pacific American Bar Association of Virginia.

James asked that the VSB questionnaire and supporting materials be sent to Juanita Ferguson, jferguson@beankinney.com, (703) 525-4000. Interviews are tentatively scheduled for Dec. 22 at the office of Bean Kinney & Korman PC, 2300 Wilson Boulevard, Suite 700, in Arlington.

The Hispanic bar and APABA had not announced their procedures by press time.
