Del. Franklin P. Hall, D-Richmond, announced his retirement today after 34 years in the General Assembly, and Gov. Timothy M. Kaine promptly appointed him to the Virginia Alcoholic Beverage Control Commission.
Hall, 70, served as House minority leader from 2002-2008, and is the senior member of the Rules, Joint House and Senate Rules and Counties, cities and Towns Committees. He also has served for many years on the House Appropriations and Finance Committees.
In announcing the appointment, Kaine said Hall “brings a wealth of experience and talent to his new job, having represented clients before the ABC Commission during more than 40 years as an attorney.”
Hall and his wife, Phoebe, are the senior partners in Hall & Hall PLC.
