Criminal Procedure – Appeal – Indispensable Party (access required)

In this case involving a misdemeanor conviction under a local ordinance, the appellant failed to name the City of Virginia Beach, an indispensable party, in his notice of appeal. The court therefore has no jurisdiction to hear the appeal and it is dismissed. Ghameshlouy v. Commonwealth (Va.Ct.App) (VLW 009-7-205)(38 pp.)
