Gov. Bob McDonnell named two lawyers to senior-level positions today: Matt Cobb, who will be deputy secretary of Health and Human Resources, and Rick Holcomb, who returns to the position of commissioner of the Department of Motor Vehicles.
Cobb joined the Attorney General’s office in 2003 as an assistant AG, serving under four different attorneys general, including McDonnell. Cobb provided legal advice to the state health department. He worked for a small business law firm in Richmond before that.
Holcomb was DMV commissioner under Govs. George Allen and Jim Gilmore. He left the department in 2001 and worked as general counsel for American Trucking Associations Inc. until McDonnell asked him to return to the DMV.
