The Supreme Court of Virginia upholds a three-judge circuit court’s public reprimand of a lawyer for violating Rule 3.1 of the Virginia Rules of Professional Conduct by filing a frivolous med-mal action against a physician who had no involvement in the plaintiff’s care; however, the lawyer did not violate Rule 1.1 on competence.
