New federal requirements hamper ability to settle cases

Lawyers say new federal Medicare requirements are causing case handling headaches and even hampering settlements as the government seeks its share of recovery from wrongdoers who cause injuries.
While some lawyers urge informal cooperation to overcome initial friction between the plaintiffs’ bar and defense lawyers, legislation in Congress could provide some long-term relief.
