Carl William Ulrich, an energy and utilities attorney who left the practice of law to become a Methodist minister, died Dec. 4 at a Richmond hospital. He was 66.
A native of Mount Vernon, N.Y., Mr. Ulrich attended schools in Bethesda and Annapapolis, Md., and attended Rice University on a Navy ROTC scholarship. He served as ...
