		<description>Exactly as feared (and predicted)...the General Assembly and Governor decline to fill vacant judgeships and then take State Bar funds paid by lawyers, and then ask the citizen-lawyers to find replacement funds to balance the budget if vacancies are to be filled and if Bar funds are to be returned. Is that how the system is supposed to work? Wow.</description>
