I practiced in North Carolina for 8 years before moving to Virginia. North Carolina does not have any form of reciprocity with Virginia because of this rule. I am licensed in other states that still have reciprocity with Virginia, but that would not work because I was coming from North Carolina and I needed to be able to work across state lines without restrictions (I would have followed the rules). I also did not want to worry about restrictions when I partially retire one day. For all these reasons, I took the time away from practice to study for the Bar Examination and all that goes along with it. If attorneys who are lucky enough to avoid the Examination don't want to follow the guidelines, they should take the Examination like everyone else.
