		<description>I also agree with Thomas.  If you want to practice here, take the Bar Exam.  The fact that the VSB permits these certificates at all is a privilege, and with privileges come restrictions.</description>

		<description>I agree with Thomas. I practiced in North Carolina for 8 years before moving to Virginia. North Carolina does not have any form of reciprocity with Virginia because of this rule. I am licensed in other states that still have reciprocity with Virginia, but that would not work because I was coming from North Carolina and I needed to be able to work across state lines without restrictions (I would have followed the rules). I also did not want to worry about restrictions when I partially retire one day.

For all these reasons, I took the time away from practice to study for the Bar Examination and all that goes along with it. If attorneys who are lucky enough to avoid the Examination don&#039;t want to follow the guidelines, they should take the Examination like everyone else. Besides, if you are knowingly ignoring practice rules, you shouldn&#039;t be practicing anyway.</description>
