Charniele Herring was the certified winner of the special election held Tuesday for the seat of ex-Del. Brian Moran, D-Alexandria, who resigned to focus on his race for governor. But House Republicans declined to seat her a second time yesterday, pending the results of a recount set for Jan. 26. Republican Joe Murray, who lost the race by a mere 16 votes, requested the recount. There are 25 absentees ballots that may be at issue, according to The Washington Post.
