ACLU opposes panhandling restrictions

The ACLU of Virginia is asking Richmond leaders to drop a proposal to ban curbside solicitation of motorists.  According to the group’s news release, a Richmond public safety committee is recommending an ordinance to outlaw panhandlers from approaching people in cars.  The ACLU says that law would be unconstitutional infringement of speech.
